Greater Peckham Alliance and Aylesbury Plus

Wavehill delivered the evaluation of the SRB programme that funded community development work on the Aylesbury Estate.

The Scheme had three over-riding objectives: social inclusion; community safety; and building communities. Within those wider thematic areas, there were also a number of more specific strategic objectives. In terms of overall strategy, the SRB Scheme was seen as supplementing the much larger and more ambitious NDC programme, funding many of the area's "people based" projects rather than capital expenditure projects.

We delivered this evaluation and community consultation during a very sensitive time and had to ensure we were absolutely neutral between the residents on the estate, their interest groups, Southwark Council and the New Deal team who all had their own priorities and ambitions.

Key conclusions were that the SRB Scheme was successful in overcoming two significant setbacks: firstly, the original NDC strategy had to be abandoned when tenants voted against a housing stock transfer; and secondly, in the Scheme's final year, the LDA could not honour its original revenue expenditure commitment and the Scheme's projects had to be re-structured. Despite these factors, the Scheme continued to deliver quality projects.
