Evaluation Case Study 2

Llwybro-Routes

Llwybro-Routes is a scheme delivered by the Welsh Assembly Government to demonstrate to young people in Wales that they can achieve their ambitions without leaving or by returning to the communities where they grew up. The programme collects data from young people educated in Wales and subsequently to keep in touch with them via a newsletter and the scheme's website. As well as evaluating the effectiveness and the impact of the scheme, a key element of the brief was to develop a forward plan for the scheme for the next three years which addressed the key conclusions and recommendations of the evaluation.

The issue with this evaluation study was that there is a very wide range of influences and variables that people use to decide whether to stay in Wales, or move to other areas, work, study, friendships, love, or simply experiencing new places. So we needed to ensure the survey was large enough and wide enough to provide some valid feedback to inform the policy team at Welsh Assembly Government.

The methodology that Wavehill used included interviews and group discussions with key stakeholders and a telephone and email survey of nearly 500 people who were registered on the scheme's database which, as well as assessing the effectiveness of the services provided by the scheme assessed changes in the attitudes of database members in terms of their ability to live and work where they grew up and the influence Llwybro-Routes had on their attitudes
