Regeneration Case Study 1

Wembley Park SRB Round 2

Wavehill produced a final evaluation for the Wembley Park Single Regeneration Budget Round 2 (SRB2) programme on behalf of the London Borough of Brent.

The evaluation reviewed the Wembley Park SRB2 programme in order to help inform the development of future regeneration activities, most particularly the evolving 'Destination Wembley programme' (SRB6).

The evaluation was difficult and sensitive and reflected significant political and financial developments that impacted on the schemes original aims and objectives. Of particular note were the delays in government decisions regarding the rebuilding of the National stadium and subsequent soaring costs of planned infrastructure developments which restricted investment.

The delays also led to a realignment of training and employment projects to provide for general job finding and training support rather than specific support to assist new companies and employees expected to be moving onto the estate (as spin off developments from a new National Stadium).

As a result of these impacts the Wembley Park SRB2 programme became much smaller in terms of spend. An original budget of £138.5 million SRB was revised to £47.2 million. The overall outcome was a programme that was radically different from the original plan.

Despite this the programme was able to achieve the vast majority of its originally anticipated targets outputs.
