Cyfweliadau cwmpasu a gweithdai Theori Newid

Mae Llywodraeth Cymru wedi comisiynu Wavehill, sef ymgynghoriaeth ymchwil gymdeithasol ac economaidd, i gynnal gwerthusiad annibynnol o gynlluniau’r sector bwyd o dan Raglen Datblygu Gwledig 2014-2020 (RDP). Mae'r cynlluniau sector bwyd sy'n cael eu gwerthuso yn cynnwys: y Cynllun Buddsoddi mewn Busnesau Bwyd (FBIS), y Cynllun Buddsoddi mewn Busnesau Gwledig - Bwyd (RBISF) yn ogystal â phrosiectau eraill yn y sector bwyd o dan y Cynllun Gwybodaeth, Trosglwyddo ac Arloesi (KT&I). Nod y gwerthusiad hwn yw ystyried effeithiau ehangach ar draws cynlluniau’r sector bwyd, gwneud asesiad ehangach o’r cymorth sydd ar gael i fusnesau bwyd yng Nghymru ac ystyried unrhyw fylchau yn y ddarpariaeth. Bydd y gwerthusiad hwn hefyd yn darparu argymhellion allweddol a gwersi a ddysgwyd a fydd yn helpu i ffurfio’r sylfaen dystiolaeth lle mae penderfyniadau’n cael eu gwneud yn y dyfodol ynghylch cefnogi busnesau bwyd yng Nghymru.

Fel rhan o’r gwerthusiad hwn, bydd Wavehill yn casglu gwybodaeth trwy gyfweliadau cwmpasu gyda rhanddeiliaid allweddol i wella dealltwriaeth Wavehill o gynlluniau sector bwyd y Cynllun Datblygu Gwledig sydd wedi’u cynnwys yn y gwerthusiad hwn a gweithdai theori newid i drafod a datblygu’r fframwaith gwerthuso.

Llywodraeth Cymru yw’r rheolydd data ar gyfer yr ymchwil. Fodd bynnag, bydd Wavehill yn dileu unrhyw ddata personol a ddarperir drwy gyfweliadau a gweithdai theori newid ac yn gwneud y data crai yn ddienw, cyn iddo gael ei rannu â Llywodraeth Cymru.

Pa ddata personol sydd gennym a ble rydym yn cael y wybodaeth hon?

Nid yw'r ymchwil hwn yn gofyn am gasglu data personol ychwanegol oddi wrthych heblaw eich delwedd os ydych yn cytuno i recordiad fideo o unrhyw gyfweliad neu weithdy y byddwch yn cymryd rhan ynddo. Efallai y byddwn am recordio cyfweliadau a gweithdai theori newid am resymau gweithredol. Os mai dyma'r achos, byddwn yn gwneud hyn yn glir i chi cyn i'r cyfweliad neu'r gweithdy ddechrau, a chewch gyfle i ddweud wrthym os nad ydych yn fodlon i'r drafodaeth gael ei recordio. Dim ond os yw holl aelodau'r grŵp yn hapus i hyn ddigwydd y bydd gweithdai theori newid yn cael eu recordio. Mae gwybodaeth bersonol a ddarperir i Wavehill bob amser yn cael ei storio ar weinydd diogel. Dim ond nifer cyfyngedig o ymchwilwyr sy'n gweithio ar y prosiect hwn sy'n gallu cyrchu'r data. Rural Development Programme Food Sector Evaluation -

Scoping interviews and Theory of Change workshops

The Welsh Government has commissioned Wavehill, a social and economic research consultancy, to undertake an independent evaluation of food sector schemes under the Rural Development Programme 2014-2020 (RDP). The food sector schemes being evaluated include: the Food Business Investment Scheme (FBIS), the Rural Business Investment Scheme - Food (RBISF) as well as other food sector projects under the Knowledge, Transfer and Innovation Scheme (KT&I). The aim of this evaluation is to consider broader impacts across food sector schemes, to make a wider assessment of support available to food businesses in Wales and to consider any gaps in provision. This evaluation will also provide key recommendations and lessons learnt that will help form the evidence base where future decisions are being made relating to supporting food businesses in Wales.

As part of this evaluation, Wavehill will be gathering information through scoping interviews with key stakeholders to improve Wavehill’s understanding of the RDP food sector schemes included in this evaluation and theory of change workshops to discuss and develop the evaluation framework.

The Welsh Government is the data controller for the research. However, Wavehill will delete any personal data provided through interviews and theory of change workshops and anonymise the raw data, before it is shared with the Welsh Government.

The information collected during the project will be included in a report published on the Welsh Government website and possibly in other publications by Wavehill and Welsh Government.

Your participation in this research is completely voluntary. However your views and experiences are important in order to help inform Welsh Government policies.

What personal data do we hold and where do we get this information?

Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.

Welsh Government has provided your contact details (name, email address and telephone number) to Wavehill for the purpose of conducting scoping interviews and theory of change workshops as part of the RDP food sector evaluation. Welsh Government holds your contact details due to your involvement with one of the schemes/food projects being evaluated, and the wider Rural Development Programme 2014-2020.

This research does not require the collection of additional personal data from you except for your image if you agree to a video recording of any interview or workshop you take part in. We may wish to record interviews and theory of change workshops for operational reasons. If this is the case, we will make this clear to you before the interview or workshop begins, and you will have the opportunity to tell us if you are not happy for the discussion to be recorded. Theory of change workshops will only be recorded if all members of the group are happy for this to happen. If interviews and the workshops are recorded, personal data will be removed during the process of transcribing. Recordings will be deleted as soon as this process is completed. If discussions are not recorded, personal data will not be included in written notes prepared during or following the interview or workshop.

Your participation is voluntary and if you do not wish to take part at any stage or be sent reminders then please reply to the invitation email and your details will be removed. Wavehill will only use email address and telephone number for the purposes of this evaluation.

If you raise a query or complaint and provide personal data requesting a response, the researcher will forward the request only to the relevant official and subsequently delete it from the research data.

What is the lawful basis for using your data?

The lawful basis for processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.

Participation is completely voluntary. Research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities.

The information collected in this research, for example, might be used:

In an evaluation report assessing the implementation and impacts of RDP food sector schemes in Wales and published on the Welsh Government website.

To inform future delivery of services or programmes relating to the food industry in Wales.

How secure is your personal data?

Personal information provided to Wavehill is always stored on a secure server. The data can only be accessed by a limited number of researchers working on this project. Wavehill will only use this data for research purposes. Wavehill has cyber essentials certification.

Wavehill has procedures to deal with any suspected data security breaches. If a suspected breach occurs, Wavehill will report this to the Welsh Government who will notify you and any applicable regulator where we are legally required to do so.

Wavehill will use the information gathered as part of a report that will be published on the Welsh Government website. This report will not include any information that could be used to identify individual participants.

How long do we keep your personal data?

Wavehill will hold personal data during the contract period, and any personal data not already removed during transcription will be deleted by Wavehill three months after the end of the contract. This includes your contact details. Wavehill will provide Welsh Government with an anonymised version of the data which will not include information that could identify you.

Individual rights

Under UK GDPR, you have the following rights in relation to the personal information you provide as part of the RDP Food Sector Evaluation, you have the right:

To access a copy of your own data;
For us to rectify inaccuracies in that data;
To object to or restrict processing (in certain circumstances);
For your data to be ‘erased’ (in certain circumstances); and
To lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
