Arfor 2: Llwyddo’n Lleol Privacy Notice

Background

Wavehill was commissioned to carry out an evaluation of the ARFOR 2 programme from the end of 2023 to the beginning of 2025. ARFOR is a programme delivered jointly by Carmarthenshire, Ceredigion, Gwynedd and Anglesey County Councils which aims to use economic development interventions to support Wales' strongholds and, as a result, sustain the language. Following the closure of the March 2025 programme, Wavehill has once again been commissioned to assess options for next steps within the economy and Welsh language area.


How we store and process your information

One of the main objectives of ARFOR is to convince young people that there are good economic opportunities in the area, thereby ensuring that more Welsh speakers are willing to stay or settle in the region. ARFOR has funded the Llwyddo'n Lleol communication campaign, along with other communication activities, in order to contribute towards that goal. Wavehill is interested in understanding more about the effectiveness of ARFOR's communication campaigns as part of the research. The information collected will be used to inform the findings of our surge work which will seek to identify priorities within the economy and the Welsh language for the future.


Participation in the survey is voluntary. You can decide not to take part before or during the completion of the survey. Any personal information collected as part of the survey is kept confidential. Your answers to the survey will not be published in a way that could lead to your identification. The information is used for research purposes only. Reports generated as part of this process may be published and displayed on the ARFOR website or other social media websites or platforms (such as ARFOR Observatory and BWR). Wavehill will produce a report based on the data but this will not identify any individuals without their explicit consent.


Your personal data will be deleted within six months of the end of our contract (i.e. by September 2026). The anonymized data is kept secure and will only be used for non-commercial research purposes. We do not share or use your information for commercial or marketing purposes.

Objectives of the research

The main purpose of the 'Delay and Reflection' period is to consider what has been delivered so far through the first two facets of the ARFOR programme in order to identify what should be prioritised moving forward. This period is an opportunity to consider what long-term activity or interventions are needed in order to respond to ARFOR's core challenge (namely the challenge of youth migration and the damaging relationship of economic vulnerabilities on the Welsh language), what role active stakeholders have in this space, and how that can be complemented through a new programme or body.


The purpose of this research is to generate learning that can help inform any future activity by mapping stakeholders, further considering the findings of the evaluation and filling gaps in the evidence base (e.g. the success of the marketing campaigns), and identifying potential priorities and activities to help create an Action Plan.


What kind of information is collected through the survey?

The survey takes into account the following:

  • A little background information about yourself (the county you live in, your age and gender, Welsh language ability, and working status)

  • Your perceptions about your affected areas (i.e. Carmarthenshire, Ceredigion, Gwynedd and Anglesey)

  • Your awareness of different initiatives and your understanding of ARFOR and Llwyddo'n Lleol in particular


The purpose of this survey is to find out more about young people's views of the area and the effectiveness of current efforts to keep young Welsh speakers living in the area or attract them back.


What is personal data?

Personal data means any information that could lead to the identification of an individual either alone or in combination with other widely available information, e.g. their name, address, or details specific to that person.


The survey collects email addresses for respondents who choose to be included in the raffle for a chance to win one of four £25 Amazon vouchers.


How long will the personal data be kept?

Your personal data will be deleted within six months of the end of our contract (i.e. by September 2026).


What is the legal basis for collecting and processing the data collected?


The legal basis for collecting and processing your data is based on your consent.


What is the purpose of processing your answers?

The data will be used to inform our research.


As an individual who is or has lived in the area, we would like to understand more about your perceptions of the area, your awareness of ARFOR campaigns, and any impact on you. Your feedback is invaluable in enabling us to understand the impact and importance of the ARFOR programme.


Who has access to the personal data collected through the survey?

Only a small number of researchers at Wavehill will have access to the anonymous data and Wavehill has procedures and systems in place to keep that data secure. Language learning models and third-party software can be used to analyse that data but these are all compliant with UK GDPR standards. All personal data collected through the survey will be deleted within 6 months of the end of the contract.

Eligibility

  • The prize draw is open to individuals who have completed the survey.

  • Participants must be 18-34 years old

  • Participants must have lived in the area

  • Participants must press the submit button


How to Join

  • To enter the prize draw, you must complete the ARFOR Young People's Survey in full (answer all questions and press the submit button).

  • At the end of the survey, you must provide your email address when requested.

  • Only one attempt is allowed per person. Multiple attempts will not be counted.


Prizes

  • Four (4) winners will receive an Amazon voucher worth £25 each.

  • Prizes are non-transferable and no cash options are offered.

  • The promoter reserves the right to replace the prize with a prize of equal or greater value if the original prize is no longer available.


Selecting and Informing Winners


  • Winners will be selected at random from among all eligible entries after the survey closes in mid-March 2026.

  • Winners will be contacted via the email address provided when submitting the survey by mid-March 2026.

  • If a winner does not respond within 14 days of the notification, another winner will be selected.

  • Data Protection and Privacy


Personal data (i.e. your email address) will be used to contact you if you are selected as a winner. Your email address will not be used for any other purpose, will not be shared with third parties, and will be deleted once the research has been completed, in accordance with Wavehill's data retention policy.


In General

  • The promoter reserves the right to amend or withdraw the prize draw at any time without notice.

  • By participating in the prize draw, participants agree to be bound by these Terms and Conditions.
