Evaluation of Strategic Investment Scheme Web Based Survey and Stakeholder Interviews

The Welsh Government has commissioned Wavehill Ltd. to carry out an evaluation of its support for food and drink sector businesses through the Food and Drink Wales Strategic Innovation Scheme. This evaluation covers the following programmes:
Knowledge, Innovation & Technology for Success
Enterprise for Success
Skills for Success
Scale Up and
Clusters
The purpose of this evaluation is to assess how the Strategic Innovation Scheme has been managed and delivered, measure its performance against the outlined objectives and outputs, and explore its broader outcomes and impact. As part of the evaluation, Wavehill will collect feedback through a web-based survey supplemented by follow-up telephone interviews and stakeholder discussions. Interviews and web-based surveys will also be undertaken with the contractor staff delivering the programmes funded by the scheme.
The survey aims to gather evidence from beneficiaries on the impact of the Strategic Innovation Scheme. It also aims to gather information on the efficiency of the programmes, the delivery against its goals, and how the programmes could evolve in the future.
The Welsh Government is the data controller for the research and our contractors will delete any personal data before it is shared with the Welsh Government.
The information collected during the project will be included in a report published on the Welsh Government website and possibly in other publications by Welsh Government and our contactors.
Participation is completely voluntary. However, your views and experiences are important to inform Welsh Government policies.

What personal data do we hold and where do we get this information?
Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as “any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier”.
Welsh Government have provided your contact details to our delivery partner Wavehill as part of our evaluation of the Strategic Innovation Scheme. Your details were originally submitted during the application process for support received under the scheme, or via progress reports submitted by beneficiary organisations. At that time, you agreed that your details could be accessed by those approved to carry out research, analysis or equal opportunities monitoring related to the Strategic Innovation Scheme.
Your participation is voluntary and should you not wish to take part or receive updates then please reply to this correspondence and your details will be removed. The contractor will only use your email address to contact you for the purposes of this evaluation.
You are not required to provide any additional personal data as part of the survey. Completing the survey does not capture your personal information and the survey is anonymous. Should you raise a query or complaint and provide personal data requesting a response, then this information will be deleted from the research data.
We ask for your contact details so that the Welsh Government (or a contracted third party on their behalf) can contact you in relation to your survey feedback or future research participation. Should you provide your contact details, you are not obliged to participate in any further research, but you may be asked whether you would like to.
What is the lawful basis for using your data?
The lawful basis of processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.
Participation is completely voluntary. Research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. For example, the information collected might be used:
To decide whether changes need to be made to the Strategic Innovation Scheme.
To decide which Strategic Innovation Scheme should continue in the future.
To understand the best ways for Welsh Government to assist in support of future food and drink programmes.
How secure is any personal data submitted?
Personal information provided to our contractors by the Welsh Government is always stored in a ‘secure data store’ folder. The data can only be accessed by a limited number of researchers working on this project.
Our contractor has put in place procedures to deal with any suspected data security breaches. Should a suspected breach occur, then Welsh Government would notify you and any applicable regulator where we are legally required to do so.
Our contractor will use the data to produce a report for Welsh Government. This report will not include any information that could be used to identify individual participants.
How long do we keep your personal data?
Any personal data not already removed during data analysis stage will be deleted three months after the end of the contract.
The dataset will not include information that could identify you. Your name, address and other contact details will be deleted from this dataset.
Individual Rights
Under UK GDPR, you have the following rights in relation to the personal information you provide as part of this evaluation, you have the right to:
Access a copy of your own data;
Require us to rectify inaccuracies in that data;
To object to or restrict processing (in certain circumstances).
For your data to be ‘erased’ (in certain circumstances); and
To lodge a complaint with the Information Commissioner’s Office (ICO) who is our independent regulator for data protection.
