Privacy Notice: Ty Du and Lawns Estate Strategic Employment development sites

How we hold and process your information

Wavehill has been appointed by Caerphilly County Borough Council to undertake an evaluation of two development sites: the Ty Du Strategic Employment Site Development in Nelson and the Lawns Estate Strategic Employment Site development in Rhymney. The aim of the evaluation is to measure the effectiveness and impact of the operations.

We would like to hold discussions with various stakeholders with links to, or involvement in, the Ty Du and/or Lawns Estate operations. The aim will be to capture views about how the operations have been delivered and what have been the results, including on new businesses taking up tenancy at the new sites. To enable Wavehill, to conduct the interviews, Caerphilly County Borough Council will provide Wavehill the email address of those stakeholders who grant permission for their email to be passed to them, for Wavehill to make contact with the stakeholder in relation to the purposes outlined above and below.

The data you provide will only be used for the purposes of this evaluation. Any personal information collected as part of the evaluation will be kept confidential. Your answers to the interview will not be made public in a way that could lead to you being identified. Wavehill will produce a report based on the information but this will not identify any individuals.

It is also important to note that the team undertaking the evaluation do not work for Caerphilly County Borough Council or any of the organisations that are involved in the delivery or funding of the Ty Du or Lawns Estate development operations. This is an independent evaluation.

Wavehill will delete the information you provide and all personal data relating to this research by June 2023 (six months after the end of the evaluation).

1. Why is this research happening?

Wavehill has been commissioned by Caerphilly County Borough Council to undertake an evaluation of two sites: the Ty Du Strategic Employment Site, Nelson and the Lawns Estate Strategic Employment Site, Rhymney. Wavehill are interested in the outcomes and impacts of the two operations as well as how they are have been managed and delivered.

2. What type of information is being collected through the evaluation discussions? The discussions will focus on stakeholder’s views on the new sites, their experiences in relation to the delivery of the operation or the take up of tenancy, and what (if any) outcomes and impact have resulted.


3. What is personal data? Personal data means any information that could lead to a person being identified either alone or in combination with other widely-available information, e.g. their name, their address, or details specific to that person.

4. How long will personal data be kept for? Wavehill will hold personal data during the contract period but will delete it six months after the end of the contract (which is due to end in December 2022).


5. What is the legal basis for collecting and processing the data collected through the evaluation discussions? The evaluation is an independent review of the delivery and impact of the Ty Du and Lawns Estates Strategic Employment operations. Independent evaluation is a requirement of all schemes funded by the European Union’s European Regional Development Programme (ERDF). In addition to match-funding from Caerphilly County Borough Council (and, in the case of the Ty Du operation, the Welsh Government), the development has been part-funded by the Connectivity and Urban Development Priority of the European Regional Development Fund 2014 – 2020, and the evaluation is a requirement of that funding. The evaluation has been commissioned by Caerphilly County Borough Council and will be used to review the performance of the Ty Du and Lawns Estate operations and make recommendations for future operations of this kind.

Your participation in the research is voluntary and you may decline to take part at any time before or during the discussion.


6. What is the purpose of processing your answers to the evaluation discussions? The data is used for evaluation purposes only. The data will be analysed to enable Wavehill to understand the impact and effectiveness of the two operations. This will help Wavehill to:

  • Decide whether the operations have achieved their performance objectives

  • Identify good practice in delivery

  • Deliver insights into how future development schemes might be better delivered

  • Determine the outcomes and wider impacts of the two operations.

The data will not be used for commercial or marketing purposes and it will not be used to take make decisions about you as an individual.


7. Who has access to the personal data collected through the survey? Wavehill will have a copy of the personal data to allow it to carry out the data collection. The data will include name, job role, organisation, work e-mail address and contact telephone number.

Wavehill will prepare a written record of the discussion. These notes will be analysed by researchers at Wavehill to produce a report for Caerphilly County Borough Council. This report will not identify any individuals participating in the research and the discussion notes will not be shared with Caerphilly County Borough Council or anyone else outside of Wavehill. Wavehill will delete all personal data within six months of the end of the project. Caerphilly County Borough Council nor any other individual or organisations will have access to personal data collected or confirmed through the discussions.
