Wavehill has been commissioned by Flintshire County Council (FCC) to undertake a comprehensive evaluation of Shared Prosperity Fund (SPF) projects aimed at driving town regeneration and improvements. This evaluation will focus on FCC’s key priorities, including enhancing local environments, upgrading infrastructure and properties, and fostering a sense of community belonging.
Flintshire County Council has been allocated £13.1 million of the Shared Prosperity Fund, with £11 million for core funding and £2.2 million for the national "Multiply" programme. These funds will target the three primary SPF investment priorities:
Communities and Place: Building pride in local areas and improving life chances.
Supporting Local Business: Promoting the growth of businesses and local enterprise development.
People and Skills: Developing skills to improve employability and career prospects.
As part of this initiative, the evaluation will specifically focus on the Flintshire Town Centre Investment Programme (FTCIP), which is crucial for the ongoing regeneration of Flintshire’s town centres. Through a two-stage competitive process, the Flintshire County Council Regeneration Team, has been successful in being awarded £1.178 million UKSPF funds in order to deliver this programme. We will review nine key projects, and our analysis will assess how each project aligns with the FTCIP vision and broader strategic goals, such as the UK Government's Levelling Up Agenda. It will also incorporate a focus on:
Restoring a sense of local pride and community belonging.
Empowering local leaders and communities.
Boosting productivity, pay, and job opportunities by growing the private sector.
Spreading opportunities and improving public services.
Our evaluation will draw upon best practices, identifying areas for improvement and opportunities to strengthen future funding bids. Using proven methodologies from HM Treasury’s Green Book, Magenta Book, and Aqua Book guidance, along with the Department for Levelling Up, Housing and Communities (DLUHC) Shared Prosperity Evaluation Framework and by integrating objectives from the Regional Investment Plan (RIP), the evaluation will provide critical insights for town regeneration and infrastructure improvement efforts across Flintshire.
Our evaluation will ensure that Flintshire’s regeneration efforts are fully supported, setting a solid foundation for future successes.
