West Yorkshire Combined Authority commissioned Wavehill to evaluate the Combined Authority’s UK Shared Prosperity Fund (SPF) Programme.
As part of this work we are asking delivery leads to complete an online survey to help us understand your views on how effectively the fund and your projects have been managed and delivered, its impact, and identify improvements for future funding programmes.
Participation in the survey is voluntary. You can decide not to take part at any stage of the survey and you do not have to answer all of the questions.
The data you provide will only be used for the purposes of this evaluation. Any personal information collected as part of the research is kept confidential. Your answers to the survey will not be made public in a way that could lead to you being identified.
It is also important to note that the team undertaking this scoping research do not work for West Yorkshire Combined Authority or any of the organisations that are involved in the delivery or funding of this programme. This is an independent evaluation.
Wavehill will delete the information you provide and all personal data relating to this research within six months of the end of the evaluation.

Why is this research happening?
The main purpose of this evaluation is to assess the impact of the UKSPF programme in West Yorkshire Combined Authority. This evaluation will provide a greater understanding of the delivery of the programme and its impact on the region. This will also provide valuable insight for similar projects in the future.
What type of information is collected through the survey?
The survey focuses on project delivery, management, impact and what improvements could be made for future funding programmes.
What is personal data?
Personal data means any information that could lead to a person being identified either alone or in combination with other widely-available information, e.g. their name, their address, or details specific to that person.
How long will personal data be kept for?
Wavehill will hold personal data during the contract period but will delete it six months after the end of the contract anticipated to be in December 2025.
What is the legal basis for collecting and processing the data collected through the survey?
The evaluation of the USKPF programme enables West Yorkshire Combined Authority to understand and better demonstrate the ways in which the programme is working effectively.
The research is being carried out by Wavehill on behalf of West Yorkshire Combined Authority. Your individual participation in the research is voluntary.
What is the purpose of processing your answers to the survey?
The data is used for research purposes only. The data will be analysed to enable West Yorkshire Combined to enhance its understanding of the delivery and management of SPF projects and to learn best practice methods and how future funded projects could be improved. The data will not be used for commercial or marketing purposes and it will not be used to take make decisions about you as an individual.
Who has access to the personal data collected through the survey?
Wavehill will have a copy of the personal data to allow it to email surveys to Project leaders. Responses collected will be analysed by researchers at Wavehill to produce a report for West Yorkshire Combined Authority. The outputs will not identify any individuals participating in the research and attributable data will not be shared with West Yorkshire Combined Authority, or anyone else outside of Wavehill. Wavehill will delete all personal data within six months of the end of the project.
